A nation of animal lovers spends tax-payer dollars to kill 3.5 - 4 million shelter pets per year - over 9,000 everyday. In the aftermath of Hurricane Katrina, 10's of thousands of dogs and cats perished, which prompted passage of the PETS Act, a change in public policy to ensure the evacuation of family pets in the event of a disaster.
